Thomas A. Shiels was born in Kingston, New York, and has been practicing law in the State of Texas since 1981.  Mr. Shiels was educated at Clemson University, where he received a Bachelor of Arts with high honors in 1978.   He received his Juris Doctor degree from the University of Notre Dame in 1981, and was admitted to the Bar of the State of Texas that same year.  At Clemson University, he was President of the Sigma Tau Epsilon honor society, Vice President of the Phi Sigma Alpha honor society, and a member of the Phi Kappa Phi honor society.  Mr. Shiels was also President of the Theta Chi fraternity and served on the Interfraternity Council.  As a senior, Mr. Shiels was named Outstanding Member of the Theta Chi fraternity and was listed in Who’s Who Among Students in American Universities and  Colleges.  While at Notre Dame, Mr. Shiels was selected for the Notre Dame Law Review based upon high academic achievement, and he served as an Associate Editor for the Law Review from 1980 to 1981. 

    Mr. Shiels has served as Chairperson of the Construction Law Section of the Dallas Bar Association, and has previously served as Vice Chairperson, Secretary, Treasurer and Newsletter Editor of the Construction Law Section of the Dallas Bar Association.  He served a three-year term as a member of the Council of the State Bar Construction Law Section and as Chairperson of the State Bar Construction Law Section from 2002-2003. He is also a Life Fellow of the Dallas Bar Foundation.  Mr. Shiels has served as the Legislative Advisor to the State Bar Construction Law Section and has been asked to testify before the Texas Legislature on construction law matters on a number of occasions.  He has been the principal author of three (3) bills that have been passed by the Texas Legislature and become laws.  Mr. Shiels is a frequent speaker to attorneys and trade groups on issues in construction law.

    Mr. Shiels is rated AV-Preeminent by the Martindale-Hubbell Peer Review evaluation system.  He has been named a Super Lawyer in Construction Law by Texas Monthly Magazine, and is listed in the 2014 edition of The Best Lawyers in America.  Mr. Shiels was named one of the Texas’ Best Lawyers by the Texas Lawyer newspaper and has been listed as a top lawyer in Corporate Counsel Magazine. 

    Mr. Shiels is an active member of the Mount Vernon Rotary Club and was named Rotarian of the Year in 2009.  Mr. Shiels is a Master Mason of the Mount Vernon Masonic Lodge #691, where he has served as Worshipful Master of the Lodge.  Mr. Shiels also serves as a board member of the Franklin County Industrial Foundation.
